What is the Direct Express card?

Direct Express® is a prepaid Debit Mastercard issued by the U.S. Department of the Treasury’s Bureau of the Fiscal Service. It is designed for federal benefit recipients who do not have a bank account. Your monthly benefit payment is deposited directly onto the card, and you use it like a regular debit card — for purchases, ATM withdrawals, and bill payments.

The program was created to give unbanked Americans a safe, free, and reliable way to receive federal benefit payments electronically, since federal law now requires all federal payments to be made electronically. As of 2024, Direct Express serves approximately 3.6 million active cardholders.

Who can get a Direct Express card?

Anyone who receives eligible federal benefit payments can sign up for Direct Express. You do not need a bank account, a credit history, or a minimum balance. Eligible benefits include:

How does the Direct Express card work?

The card works like a standard Debit Mastercard:

  • Your benefit payment deposits automatically on your scheduled payment date each month — you do not need to do anything to receive it
  • Use it anywhere Debit Mastercard is accepted: stores, online retailers, restaurants, gas stations
  • Withdraw cash at ATMs or get cash back at retailers
  • Pay bills online or by phone using your card number
  • Check your balance anytime via the app, web portal, or automated phone line
  • Transfer funds to a personal U.S. bank account ($1.50 fee per transfer)

Who currently manages Direct Express?

Direct Express is a program of the U.S. Department of the Treasury. As of January 2025, Bank of New York Mellon (BNY) is the program manager — replacing Comerica Bank, which managed the program from 2008 to 2025. The card network is Mastercard.

How to sign up for Direct Express

Enrollment is free and takes about 10–15 minutes by phone. Once enrolled, your card arrives in the mail in approximately two weeks.

  1. Call the Direct Express enrollment center: 1-800-333-1795 (available Monday–Friday, 8 a.m.–8 p.m. ET, and Saturday 8 a.m.–4 p.m. ET)
  2. Or call the SSA directly at 1-800-772-1213 and ask to sign up for Direct Express
  3. Or visit your local Social Security, VA, or other federal paying agency office
