What bank is Direct Express now? (2026)

As of January 3, 2025, Bank of New York Mellon (BNY) is the program manager for Direct Express. BNY took over from Comerica Bank, which had managed the program since it launched in 2008. Your existing card still works during the transition period.

Is Direct Express itself a bank?
