If you receive federal benefits and want to get a Direct Express card, the process is straightforward and free. This guide covers who qualifies, how to sign up, and what to expect after you enroll.
Who qualifies for a Direct Express card?
Anyone who currently receives eligible federal benefit payments qualifies. You do not need a bank account, a minimum income, a credit history, or a minimum balance. Eligible benefits include:
- Social Security (retirement and survivor benefits)
- Social Security Disability Insurance (SSDI)
- Supplemental Security Income (SSI)
- Veterans Affairs (VA) compensation and pension
- Railroad Retirement Board benefits
- Federal retirement benefits (Office of Personnel Management)
- Other eligible federal agency payments
You can be any age and live anywhere in the United States. Even if you already have a bank account, you can still choose Direct Express — some people prefer it for its no-fee structure.
How to sign up for Direct Express
There are three ways to enroll:
Option 1: Call the enrollment center (recommended)
Call 1-800-333-1795 (TTY: 1-866-569-0447). This is the official U.S. Treasury Direct Express enrollment center.
- Available: Monday–Friday 8 a.m.–8 p.m. ET, Saturday 8 a.m.–4 p.m. ET
- The call takes approximately 10–15 minutes
- Have your Social Security number and address ready
Option 2: Call the SSA
Call the Social Security Administration at 1-800-772-1213 (TTY: 1-800-325-0778) and ask to sign up for Direct Express. The SSA can start the enrollment process for you.
Option 3: Visit your local federal agency office
Visit your nearest Social Security office, VA office, or other federal paying agency and ask to enroll in Direct Express. Bring a photo ID.
What happens after you sign up
- Direct Express notifies your paying agency. You do not need to contact the SSA or VA yourself — Direct Express handles this automatically after your enrollment is complete.
- Your card arrives by mail in approximately two weeks at your address on file.
- Activate your card by calling the number on the sticker attached to the card. You will verify your identity and choose a 4-digit PIN.
- Your next benefit payment deposits automatically to the card on your scheduled payment date. No further action is needed each month.
Note: Direct deposit changes typically take 1–2 payment cycles to take effect. You may receive one more payment by your previous method (check or bank account) before Direct Express becomes active.
What you need to sign up

- Your current mailing address (this is where the card will be sent)
- Your date of birth (for identity verification)
There is no credit check, no minimum balance requirement, and no bank account needed.
What to do once your card arrives
- Call the activation number on the sticker on the front of the card
- Enter your 16-digit card number when prompted
- Verify your identity (date of birth and Social Security number)
- Choose a 4-digit PIN you will remember
- Your card is now active and ready to use

Can I switch from a bank account to Direct Express?
Yes. If you currently receive benefits by direct deposit to a bank account and want to switch to Direct Express, the process is the same — call 1-800-333-1795 or 1-800-772-1213. Allow 1–2 payment cycles for the change to take effect, and keep your bank account active until the first payment arrives on the card.
Can I switch from Direct Express back to a bank account?
Yes, at any time and at no cost. Call the number on the back of your card to close your Direct Express account, then update your direct deposit information with the SSA at ssa.gov/myaccount or by calling 1-800-772-1213.
